EU CBAM: organise the goods and emissions evidence before pricing
The phase and the goods both matter
The Commission states that the definitive CBAM period started in 2026. That does not mean every imported product has the same obligation or that an exporter can infer a payable amount from a headline price. Identify the goods, relevant customs classification, importer and applicable current rules. This page is a preparation guide, not a customs determination.
A supplier-to-importer evidence record
| Field | Preserve |
|---|---|
| Goods | Description, code, quantity and unit |
| Period | Production and import period; relevant operator and installation |
| Emissions | Applicable method, activity data and calculation boundary |
| Verification | Whether required evidence is available and its scope |
| Other factors | Applicable treatment of carbon prices already paid and other adjustments |
| Responsibility | Who supplies data, verifies it and handles the declaration |
Use the current Commission guidance and applicable legislation to resolve eligibility, thresholds and exceptions. Keep unknown classifications or missing installation data visible. A generic factor cannot silently replace a required method.
An emissions quantity is not an invoice
For a fictional record, 50 tonnes of a product multiplied by an assumed 2 tonnes CO₂e per product tonne gives 100 tonnes CO₂e within that assumed boundary. This is unit arithmetic. It does not calculate certificates to surrender or the amount due: the actual method, applicable adjustments and current obligations must be established separately. It is not a compliance filing.
Make the next request specific
Send the supplier a list of missing fields tied to the actual goods and period. Preserve the version of the official guidance used, and obtain qualified help for a consequential classification or filing. Recheck the official page when rules or the import plan change; this article does not promise that a generic spreadsheet meets CBAM requirements.
